Dear Wes: It is a mystery to me also what happened to your letter of April 28 th because I certainly did not recieve it. Your letter of August 13 arrived yesterday afternoon. I sent you the book on Business in Mexico along with a short note. Since recieving your letter of the 13 th I have contacted the head office of HYLSA and was told that the people most concerned would be in their office Monday Aug. 23 rd. I have suggested a visit to the Puebla Plant on Sept. 9. You and Mr. Douglas could take a plane to Mexico City on Sept. 8 th with a stop over in Guadalajara where I could join you. The morning of the 9 th we could drive to Puebla in about 1 1/2 hours. In the evening of the 9 th we could return to Mexico City. On the 10 th you could have your discussions with the people knowledgeable on the mineral industry of Mexico and its laws, problems etc. It might be possible to return to San Francisco the same night of the 10 th or at least in the morning of the 11 th. As soon as I hear from Monterrey on the Puebla trip, I will telephone you and confirm the meetings with the people knowledgeable in doing business in Mexico and it's economy. Postal 31-243 Guadalajara 5, Jalisco Mexico Dear Phil: Many thanks for your call on Tuesday confirming the generous invitation to visit the Puebla plant on Thursday, September 9. After checking with one or two Utah executives who, on occasion, have done business in Mexico, I find that Utah has already established contact with the legal firm of Goodrich, Dalton, Little, Riquelme. Also, our Vice President and Comptroller, Drew Leonard, has recommended that we contact Stephen G. Kent, Jr., Officer of the First National City Bank in Mexico City. In view of these prior contacts and knowledge about Utah, I shall pretty much follow the party line in an effort to keep exposure to a minimum. We did call the U.S. Embassy in Mexico City, only to learn that Bill Keys has already left. The man I talked to, Mr. Burson, is too new in the country to have any knowledge about mining and minerals. After checking air schedules, I find we can save some time by flying directly from San Francisco to Mexico City on Western Airlines. Assuming it is alright with you, Hugh Douglas and I will fly down Tuesday evening, arriving in Mexico City at 9:40. The flight is Western 627. By arriving Tuesday night we would then be free to see one or two people in Mexico City on Wednesday, then drive with you to Puebla on Thursday. Our return to San Francisco could be either Friday night or Saturday morning, depending on how things go. I shall call you in Guadalajara Monday as per our understanding. Judging from the time schedule and visits, I do not see how we can also go to Colima to contact Jim Hannan. However, I am open to any suggestions or ideas you may have.
