Rigby Don Sanchez Lyman Tyler Richard Ulibarri Dorothy Watkins Lerue Winget Dr. Lerue Winget extended a welcome to members of the Committee, expressed appreciation for their willingness to participate in this planning exercise, and briefly outlined the purpose of the Fall Administrators Conference which is scheduled for August 16 and 17th. He stated that this semi-annual conference for the school administrators and supervisors of the State would be devoted primarily to the educational problems and needs of ethnic minorities and the disadvantaged. Each member of the Committee was then invited to introduce himself/herself and to identify the organization or agency represented. Chairman Avard A. Rigby distributed copies of the suggested meeting agenda and noted that, by design, all reference to handicapped persons had been omitted from the proposed conference theme. He indicated that this will permit greater emphasis on ethnic minorities and the disadvantaged and enhance the efforts of conference participants to influence the scope and quality of educational services to persons in these two selected categories. I - Conference Objectives Upon approval of the items included on the Planning Meeting Agenda, members of the Committee were invited to identify and articulate recommended conference objectives. In response to a question, disadvantaged persons were defined as those “who have need for special educational assistance in order that their level of educational attainment may be raised to that appropriate for children of their age. A motion was made that the Chairman appoint a Steering Committee, which would include at least one person from each minority group represented, and that this sub-committee refine the objectives and develop further conference program details for the subsequent consideration of the total Planning Committee. The motion was seconded and passed unanimously. After a discussion of this issue, it was recommended further that the Administrators Conference should deal with the needs and problems of the disadvantaged rather than restricting program emphasis to ethnic minorities, only, as proposed by some members of the Planning Committee. _ a Conference Specific a. b. c. Copies of this document were then distributed to all members of the Conference Planning Committee. After were much discussion, the following general conference objectives suggested: (1) Identify and describe ways in which prejudice and discrimination are practiced by students, teachers, and administrators in Utah schools --sometimes unconsciously. © Develop a procedure whereby the needs and problems of ethnic minorities, as seen through the eyes of these groups, may be transmitted to conference participants.
