Essential Functions: To direct, manage, supervise and coordinate the programs and activities of the Animal Service Division within the Public Services Department; receives administrative direction from the Public Services Director; exercises direct supervision over professional, technical and clerical staff. Assume management responsibility for all services and activities of the Animal Services Division including retrieval and care of lost or stray animals, promotion of animal welfare and control, animal euthanasia, investigation of cruelty to animals complaints, and issuance of citations, summons and warrants regarding animals; manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs including administration, field services and shelter operations; recommend and administer policies and procedures; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels; plan, direct, coordinate and review the work plan for the Animal Services Division; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems; select, train motivate and evaluate Animal Services personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; oversee and participate in the development and administration of the Animal Services Division annual budget; direct the forecast of funds need for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments; coordinate fund raising activities for the shelter; solicit donations and community support of shelter services; serve as liaison for the Animal Services division with other city departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues; serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence; provide responsible staff assistance to the Public Services Director; provide animal care and shelter services; administer first aid and vaccination shots as needed; order necessary controlled substances and medications; conduct a variety of organizational studies, investigations and operational studies; recommend modifications to Animal Service programs, policies and procedures as appropriate; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of animal care and control; maintain Controlled Substance License and knowledge of new drugs or medications; respond to and resolve difficult and sensitive citizen inquires and complaints; establish schedules and methods for effective operations; plan routine patrols to search for stray animals; enforce City animal control laws: explain ordinance relating to keeping and caring for animals to the public; issue citations for violations of the animal control ordinance; impound, quarantine and euthanize animals as appropriate; determine whether injured animals should be treated or euthanized; contact a veterinarian to treat injured animals as appropriate; investigate reports or complaints of dogs, cats or other animals creating nuisances and take appropriate action; investigate reports of animal abuse; receive lost and found animal reports; assist visitors in locating missing pets; administer animal euthanasia injections as required; coordinate assigned cases with the City Attorney, District Attorney and courts as needed; write requests for search warrants and summons; appear in court on applicable cases; may be required to respond to standby calls; perform related duties and responsibilities as required.
