Show Introduction Ing. Luis de la Pea Porth, Sub-Secretary of Recursos No Renovables, denounced yesterday in Hermosillo, Sonora, while inaugurating the Convention of Mining, Metallurgical and Geological Engineers, that "there are still doubtful mexicanizations and negative tendencies that require corrective measures". The Government official who was accompanied by presidential repre-sentatives, said that the negative aspects of the mining situation of concern to the Mexican Government are the following: 1) The insufficient level of investments that are presently be-ing made by the State as well as by private enterprise in the explo-ration and development of new exploitation units. 2) The weakness of the small and medium mining entities and the dangerous concentration of the National mining production in a reduced number of large companies. 3) The vulnerability of Mexican mineral production and progress to international prices to the extent that when there are unfavorable prices they not only affect production at that time, but have a large impact on future production and impede taking adequate advantage du-ring times of reasonable prices. 4) The abuse in the incorporation of enterprises that, with purely promotional or speculative objectives obtain (mineral) concessions over large surfaces of land. 5) The existence of many inactive mining properties or in which only the minimum legal work is carried out, even though some of them are located in zones with no other resources and in which mining is vital for employment. 6) The inconsistency which exists between the degree of mexicani-zation achieved in the productive phase of mining and the very limited progress obtained in other phases such as the commercial phase and with reference to the utilization of mineral production. 7) The precarious situation which due to international factors out of our control, must be taken into account with respect to the mining industry in Mexico, which effects we are just beginning to feel. Ing. De la Pea Porth stated, before the Mexican mining community at-tending the Convention, that the mining politics of Mexico have as an objective, among other things, the goal of reaching the highest level economically possible of transformation or of industrialization of the mining production of the country. He added that, among other important aspects of Mexican mining poli-tics, there is the objective of achieving the highest level possible of training and employment of Mexican personnel in the mining indus-try. |
