Show Mexico 8 December 1972 Honorable Ambassador William McBride United States Embassy Mexico City. Mexico Dear Ambassador McBride; Last week while attending a Copper Mining Industry Meeting in Tucson. I had a long talk with a friend, Mr. B. R. Waples. You may recall that Mr. Waples was formerly employed by Asarco Mexi-cana, S.A. in connection with the La Caridad project, also that this project has been tabled for unknown reasons. Mr. Waples mentioned that you had given a speech on U. S. Mexican relations in September of this year. The place was Acapulco. Would you be kind enough to send me a copy of this speech. Also I would appreciate your including any pertinent comments or re-buttals from the Minister of Mines and/or the Minister of Finance in reference to observations made in your important speech. Our company is very much interested, at least in principle, in mineral exploration and investments in Mexico. But at the same time, we are hesitant to jump in without knowing about the invest-ment policy and treatment towards long-term mining propositions like La Caridad, or for that matter, any major investment running to plus 100 million dollars. Thank you for your assistance in sanding me a copy of your speech together with reactions evidenced by the Ministries. Yours vary truly, Weston Bourret WB/nam |
