One-third of the active membership of the Club shall constitute a quorum at any regular or annual meeting, but at no time shall lack of a quorum at a regular meeting prevent those present from proceeding with the program of the day. Article VII—Amendments: Section 1. This Constitution may be amended at any annual meeting by a two-thirds vote of all active members present, the proposed amendments having been submitted in writ- 2 ing, and read to the Club at a regular meeting at least two weeks before being voted upon. Section 2. Amendments may also be made at an annual meeting without previous notice by the unanimous vote of all members present. Section 3. By-Laws and standing Rules may be adopted, amended or repealed at any regular meeting by a two-thirds vote, BY-LAWS Article I—Dues: of dues for the current year. The RECORDING SECRETARY shall keep an accurate, classified list of the membership address and telephone number of each of the Club, with the member. She shall keep the correspondence of the Club. 5. The TREASURER shall receive all money due bills only upon a record of all dues paid and shall notify members whose dues are delinquent. She shall notify by letter members who have three unexcused absences, inquiring their membership intent. She shall incorporate into her annual report a digest of all motions made throughout the year which affect the government of the Club. Section 4.
