Interoffice Pan American memo indicating that Spiro's and Roos in San Francisco are putting out feelers for Belgian firearms and specifically mentioning ours. This is only an indication that the low tariff rates are encouraging many to look to foreign made guns. If domestic production is limited, the tendency can be expected to increase. Also it is obvious that a movement involving the importation of firearms will give the closest scrutiny to the possibility of handling our own guns directly from FN. The timing of these actions with the Board resolution and the petition for dissolution et cetera is a matter of some uncertainty at present, I attach a copy of a brief trade-mark review of August 16 directed to Mr. Randolph Paul. The trade-mark file is about six inches thick, and I won't burden you with all the details. I recall your question as to use of this trade-mark in foreign countries. We ourselves hold no registrations in countries other than the United States, [I have just learned that FN years ago itself took out registration of the trademark in practically every foreign country and for a substantial period thereafter engaged in active practice of defense of the mark. In most recent years, it has relaxed those efforts. To my knowledge there has never been any direct licensing of the mark to FN, but there is a provision tying in with a royalty contract which gives them the right trade-mark) beneficial to in return to us. This mark should be placed on the barrels and could be situated probably elose to the regular proof marks. Although we retain a serial number file on automatics and will in addition have a proof certificate file on the Supers, we still do not think this is enough. Such files prove that we have sold a particular serial number, but they do not prove conclusively that we have not sold some particular serial number. The marking on the guns is the only thing we can think of which might serve this important end. Regards, MAB/co/aw AIR ec: ec: MAIL Regular Mail M. Bigelow Browning’ M. A.
