We also wndorstoog that the factory was selling gune for Belgium consumption to Shreeder only, ond were not offering them otherwise freely for sale for Belgium consumption, Mies Rafter, our Tariff Atterney, is of the opinion that the foreign market value will, therefore, be interpreted as being thet price which Shroeder sells to his customers, in which event we will not be allowed to enter the guns into the United Stetes for the price of 616.75. ire Rafter, therefore, advises that in order for us to establish a forcign market value of $10.75, it will be necessary for FP. Ne to sell freciy to anyone in Beigium in the gun business, whether hag dealer or retailer at a price of C1667. Tt will not be necessary for Ps Ns to sell to the consumers. The idea is that, there should be but two prices in Belpium, one price, namely, 916.75 at which Ff. Ns. gelis, and the other price should what the eensumer pays, whetsoever this may be.
