Special Session August 22, 1868 By order of W. Eddington, Mayor the Council met in the first Ward School House the above date. Those present were: Wm Eddington-Mayor Councilors, Fry, Hogg, Parker & Turner. Justices of the Peace, Francis and Robison. Recorder- Councilor Parker, motioned that Thos. R. G. Welch be appointed City Recorder. Yes - 5 Assessor & Collector- Councilor Turner, motioned that George A. Davis be appointed assessor and collector for Morgan City, vote Unanimous Marshal & Supervisor of Streets - ) Councilor Turner motioned that Philemon C. Merrill be appointed to the office of Marshal and supervisor of streets for Morgan City, vote unanimous. 129 Seal &) Councilor Parker motioned that Wm Eddington be and here-by is Press ) authorized to procure a City Seal and press, with the following device: An Antelope with Cleft of rocks in the background, and the inscription Morgan City, Morgan County. U. T. The following propositions were made by P. C. Merrill that a committee of four be appointed to draft an ordinance in relation to the assessing and collecting City Taxes within the limits of Morgan City to consist of Councilors Fry, Hogg, Parker and Turner, and report at the next session. Councilor Hogg motioned to adjourn until the 1st Saturday in September. Thos. R. G. Welch, Recorder. 130 MOUNT JOY, June 5th 1866 The locating Committee of the Weber Canion Road me at the house of Wyman M. Parker. Present W. G. Smith, C. S. Peterson, P C. Merrill and John Seaman with the Superintendent Geo. D Grant Proseded to and did locate and sectionise the Road between this place and Round Valley there being fifteen sections forty rods in each section. W. M, Parker, Clerk Pro Tem. LITTLETON MORGAN COUNTY, Oct 3 1866 At a meeting of the Vice President and Directors of the Weber Canyon Road Company, held at the residence of Judge Smith the subject of the building of the Road at the Devil's Gate was canvassese, Pres Spaulding introduced a plan to build the Road by building up with heavy timber a dock and wall, and rock and brush for about 100 feet and raising the same about 10 feet and blasting off the points or crags of rocks — Motion by J.C. Little and seconded by W. G. Smith that we adopt the suggestions of N. Spaulding and that he be instructed to go forthwith with men and teams to cut haul and place, the timber with heavey ties dovetailed and pinned and firmly fixed and filled with rock and brush. MINUTES of a meeting held by the Board of Directors of Weber Kanyon Road Company, April 15th 1866. Meeting opened with prayer by Elder George Grant. On motion of Wm Smith, James Bond was appointed to act as Clerk for the meeting. A motion of Mr Merrill, seconded by Mr Seaman the organization of the company was proceeded with a motion of Mr Seaman seconded by Mr Little, Mr G. D. Grant was appointed General Superintendent of the road, who shall act as the General Business agent of the company, under the direction of the Board of Directors. On motion of Mr Little, seconded by Mr Merrill, Mr G. D. Grant was appointed Treasurer. On motion of Mr Merrill, seconded by Mr Little, Mr Eli Whittier was appointed Secretary - this appointment being subject to his acceptance and quali¬fication. 131 The Treasurer filed his bonds to the acceptance of the directors. On motion of Mr Little, seconded by Mr Layton—Messrs Smith, Peterson, Merrill, Seaman and Grant were appointed a committee to lay off the road in the lower Kanyon at the earliest convenient time. On motion of Mr Little, seconded by Mr Merrill the price at which produce shall be received in payment for shares is established as follows: - Wheat $2. Barley $2, Oats $1.75 -Corn $2. Meeting adjourned to tomorrow moning at 8 o'clock. James Bond, Clerk MINUTES of a meeting of the Board of Directors for the Weber Kanyon Road Company, held at Mountain Green May 3rd 1866. Present, Vice Pres. W. G. Smith, Directors J. C. Little, C. S. Peterson, P. C. Merrill. J Seaman. Also Superintendent G. D. Grant. On motion of C. S Peterson, seconded by P. C. Merrill that the road is herby located and laid up near the grade of the river as practicable through the lower Kanyon excepting through what is known as devil's Gate, where it shall be not less than two nor more than four feet above high water mark, passed unanimsly On Motion C. S. Peterson, seconded by J. C. Little, Superintendent Grant is hereby directed to let contracts, employ labors to cover the amount of shares subscribed for the construction of the road and bridge through the lower Kanyon, passed unanimsly. On motion of J. Seaman, seconded by J. Little, Superintendent Grant is herby authorized to collect from subscribers the pay for shares and expend the same for labor and material to construct the road and brige, pass unanmously. MOUNT JOY JULY 13th 1866, MORGAN CO, UTAH Report of the Location Committee of the Weber Kanyon Road Company Met at Wyman Parkers on the morning of July 12th 1866. C. S. Peterson, W. G Smith, P. C. Merrill and John Seaman locating Committee. Also Superintendent G. D. Grant. Proceeded to the mouth of Loss Creek to locate and measure the road from that point to center the center of Round Valley connecting with the Round Valley Survey at the House of George Goddard, found the distance to be six miles and eighty six rods (fifty sections and 6 rods) Estimated cost ten thousand dollars Willard G Smith, P. C. Merrill, John Seaman 132 G. S. L. City, Dec 14, 1866 Minutes of meeting held by the Board of directors of the Weber Kanyon Road Company at the office of J. C. Little, Present Pres. W. West, Vice Pres. W. G. directors J. C. Little, C. S. Peterson P. C. Merrill, J. Seaman, Superintendent G. D. Grant. On motion of Pres C. W. West, seconded by W. G. Smith the books and accounts of the company be handed over to J. C. Little for adjustment and settle¬ment with contracting parties. Carried. Also instructed the Superintendent to measure jobs already contracted for, and built, and examine and determine whether they are completed according to contract, in case of any contractor failing to fully complete their jobs, the appraise any deficiency, and withold said amount, carried. Dec 15 On motion of J. C. Little, seconded by C. P. Peterson, John Seaman be appointed to aid the superintendent in said examinations and determinations. On motion of P. C. Merrill, seconded by J. Seaman, that in consideration of the misfortune of superintendent occasioned by the death of his mules while freighting grain for the company, we donate to him the mules owned by the company, carried. On motion of J. C. Little, sec by P. Merrill that a seal for the company be procured, also blank certificates of shares, and toll ticket be also procured, carried - On motion of W. G. Smith, sec by P. Mwrrill, J. Little be authorized to make arrangement for said seal, certificates and tickets, carried - John Seaman, Clerk of meeting Weber City, Sept 21, 1866 Mesrs Little & Smith: I have contracted with Mesrs Eldredge & Clawson to deliver 1000 bus of oats at Fort Bridger, 500 bus by Oct 10th the balance by the 20th of the same. I am under heavy bonds for the fulfilment of the above mentioned contract. You will materially assist me by forwarding the collection of the oats. Mesrs Merrill & Porter are now thrashing. Oats might be got from them. If you could possibly make it convenient to come down on the road early tomorrow, to inspect the jobs done and otherwise assist me, as circumstances may require you will oblige, Yours obediently G.
