Duties of Officials THE REFEREE—His duty is ball and to determine after each location. He keeps track of the distance to be gained; watches for premature starts; declares inflicts all penalties. He usually the team in possession of the ball to watch the down, its exact downs and the backfield men all scores and stands behind THE UMPIRE—He supervises the players and their conduct; watches for off-side plays and holding on the line, and for illegal use of the hands by the interference on sweeps and open field play. In the main, he is there to see that the rules covering forward passes and receipt of punts are properly complied with by the players of both teams.
