As you know, they prepare four different sets of information all several pages long and each in quintuplet, for each shipment - the commercial invoice, the consular invoice, the list of case weights, and the shipping manifest - in addition to several accounts of their own; and the amount of checking which goes on to insure that these multifarious documents concord with each other and with the actual content of the cases is something to behold. A large part of the information is duplicating and some of it does not seem worth the effort expended in setting it down at all. Accordingly, taken. First, several steps starting to with simplify this the 20, June procedure 1953 are shipment, being the commercial invoice has been made up in the same information arrangement as the present consular invoice so that they can be typed at one time. I should emphasize that the consular invoice formula (I speak of course of the enclosures attached to the U.S. government foreign service form 138) will continue to follow the prescribed consular invoice formula.
