The Interstate Freeway System is a massive step in this direction. © A major area of concern, however, according to the Automotive Safety Foun- dation in Washington, is driver licensing. Early licensing laws were primarily intended to identify drivers and provide revenue. It is surprising to realize that even as late as 1932, only 21 states required prospective drivers to pass an examination in driving competency. It isa shock to learn that not until 1959 did all. states require some type of examination. Two officials of the American Association of Motor Vehicle Administrators, John C. Kerrick and Dr. Joseph P.
