Special Handling (4th Class). Parcels to be given special handling will be chargeable with the regular fourth class rates and 15 cents additional postage on each parcel weighing not more than 2 pounds. 20 cents on each parcel of more than 2 but not more than 10 pounds, and 25 cents on each parcel weighing more than 10 pounds.
