This was never more true than at Parker, where the baffling bed of the Colorado River illustrated the unpredictables that can escape discovery in the most thorough engineering investigations. Fissured and unstable rock in the foundation area required the excavation of a chasm 235 feet deep to reach firm bedrock. Equipment had to be changed at the 80 foot level from mobil shovels and draglines to long-line drag scrapers; then at the deepest levels, to hand-loaded cableway ships. Rising seepage further complicated the work, as pumps working around the clock removed 37 cubic feet of river seepage every second from the excavation. Thus Parker's 320 foot high concrete structure is like an iceberg with only 85 feet above water. Parker Dam was built for the Bureau of Rec- lamation with the Southern California Metropolitan Water District bearing all the costs. Ownership is retained by the United States. The dam is a diversion point for the Colorado River Aqueduct which supplies water to Los Angeles and a dozen other cities, and is also a flood-control and power unit of the Colorado System. It was constructed by J. F. Shea Company, Inc., which sub-contracted the work from Six Companies, Inc. of which Shea was a member. Approximate cost of the. project was $8,805,000.
