Show MARRIOTT-SLATERVILLE CITY HISTORY February 2005 At the February 17, 2005, council meeting, business licenses for Acorn Productions, 2512 West 200 South, Selling and Promoting Sales, and Miki Incorporated, 1280 South 1200 West, #2, Contractor, were approved. Mr. Frank Blair has requested that some of the road on 400 North be vacated. It was found that the Utah Department of Transportation retained title to 400 North, and indicates in a letter that they will not vacate this road. It further stated that any changes to the fee title ownership of the roadway would require approval from UDOT. They would need to declare the property surplus. Because it may be necessary to expand I-15 and the 400 North interchange in the foreseeable future, UDOT is not in a position to consider any changes at this time. The council is not interested in vacating the road either. The city issued a request for proposals for the design-build of a senior center and municipal building by January 31, 2005. Eleven responses to the request were received. Mayor Butler assigned a bid committee to review, rank, and recommend on each of the proposals. Each committee member used a score sheet which ranks each proposal based upon defined criteria. The top three submissions were then interviewed by the committee. It was a difficult decision to make. Following the interviews, the committee ranked the top three contractors in order. Kier Corporation was unanimously recommended by the committee as the top bidder. The council was asked to approve the top three businesses as ranked by the committee: Kier Corporation, R&O Construction and Assent Construction. The council unanimously approved the recommendation with Kier Corporation as the first choice for the contractor to erect the building. They then voted to support the Mayor and the design committee to award the contract to Kier Corporation. The committee was thanked for their work, as was Mr. Morris for the hard work in getting the funding for the building. Mr. Morris noted that the mayor did much for the project in his work at WACOG. Funds had to be allotted for the construction of the building, to cover the project, its administration and related expenses. The allotment request was for $800,000 design-build, $50,000 administration and $50,000 contingency and engineering. The costs are general until they are narrowed during the contract negotiations. The administration will negotiate the contract, and if no contract can be reached, the top team can be dismissed, and negotiations with the second and then the third team, in order, would go forward. Volunteers in some areas, like landscaping, would save costs. Kier Corporation stated they are willing to work with the city in trading work for money, to ensure they are within the allotment. The total grant and capital project funding available for the project is $971,000.00. The allotment of funds was approved by the council unanimously. The conditional acceptance of Big "W Subdivision was discussed. Mr. Ken Martin has completed an inspection of the site and found they meet minimum requirements and standards of the engineering and subdivision plans submitted. He recommended conditional acceptance of the subdivision, and that the one year guarantee period commence. He further recommended the release of the escrow, except for a 10% contingency and the itemized amount for the demolition of the existing house. The conditional acceptance of this subdivision was approved. A public hearing was held concerning the request of Richard Boud for a zoning ordinance amendment to allow for storage units to be built in the A-1 zone. He wants to build storage units on 1900 West. Mr. Morris explained that if the units were approved in the area planned for commercial development, it would potentially reduce sales tax revenue. The Planning Commission recommended approval of the ordinance after some changes were made. There were no public comments in favor or against the proposal. The public hearing was closed. After further discussion, the council tabled action on the amendment until additional information could be obtained. UDOT will widen 1900 West to four lanes through our boundaries over the next year, prior to widening I-15. After the interstate is widened, 1900 West will be changed back to a two lane road with a center turn median. BDO will not be working on the intersection of 400 North and 1200 West until next year. |
