The Commanding General, Ninth Service Command, Fort Douglas, — Salt Lake City, Utah. 1. Subject to the approval of the Commanding General of the service Command, the Commanding Officers of Internment Camps have been grafted full authority to negotiate and complete the detailed arrangements for employment of prisoners of war in agricultural projects tc conform to local circumstances and conditions within the general policy of the War Department. 2. The general policy to be followed of prisoners of war is as follows: regarding employment . a. Prisoners will be used only to meet the demand for labor which cannot be filled by the recruitment of free workers at going wage rates. b. All articles of the Geneva Convention observed. Attention is called especially to Articles 3h —e » and Article 44 (paragraph 84, 100-107, of 1929 will be 11, 12, 27 to Rules of Land Warfare. ¢. Compensation paid by all employers other than the United States Government in general should be equivalent to the labor costs normally incurred in employing free workers to do the same work.
