Commanding Utilization At present General, Utah ASP Depot, of Prisoners considerable and additional record maintenance ccst of War, accounting, bockkeeping are necessary on account of not treating Prisoners of Yar on basis work performed with civilian mpLoyee of equality as to On some types of work Prisoners of War are superior to civilian employees; on other types of work there is very little difference, and in some cases their performance is not up . to civilian standards; however, taking all Quartermaster Supply activities into consideration » it is believed they are substantially as proficient as civilian It is, therefore, recom mended employees. that this Section be per~— mitted te account for their time on an hourly or daily basis, the same as other employees, effective at the beginningg of next month. A secondary advantage of this is that it will eliminate other depots having a fooling towards this Depot that they are not quite on a fair basis of comparison when any percentage lese than 100 is utilized for Prisoner of War Labor’.
