Several of their recommendations were included in the final product, Godfrey said. Last October, a federal audit found the city deficient in hiring women, minorities and people with disabilities. At that time the city’s affirmative-action plan consisted of two pages, and the audit said it lacked specificity. Of the city’s 800 full- and part-time employees, 74 percent are men and 26 percent are women. The audit, part of a section 109 review by the Department of Housing and Urban Development, recommended the city include goals and timelines in its plan and also cast a wider net when advertising job openings. The new 16-page plan specifies the removal of any identifiers in the application process pertaining to race, religion, gender, age, marital status or disability.
