He also chaired the Economic Development Committee for the state Office of Black Affairs. His focus is not limited to Ogden’s minority population. “I also want to pay attention to low-income people who are in the majority. They need support as well,” Martinez said. Martinez also plans to address needs of current city employees. “One of my concerns is employee morale. I plan to measure it and come up with strategies to address it,” he sald. An employee _ survey, in which identities remain anonymous, could be one way to check the pulse of city employees, Martinez said. “ATK-Thiokol did that and sot excellent feedback. Managers were shocked at what they found but were able to implement positive changes as aresult,” he said. “Not understanding the truth can be very costly to management. You have to understand the problem before you attempt to solve it.” In his first 90 days on the job, Martinez plans to review the city’s policies and procedures, and then will recommend changes where needed. “My history in the military, corporate America and management have led me to understand the importance of teamwork. I also need to first understand before seeking to be-understood,” Martinez Sald. Management _ Services Director Mark Johnson said Martinez 1s a targeted hire. “He brings a tremendous amount of energy, a very diverse background and some vision.
