City Administrator Bill Morris and Mayor Keith Butler visited with the owner of S & S Recycling, and asked that he take extra precautions when entering and exiting on 1900 West. The city issued a Request for Proposals for a contractor to demolish and reconstruct the bowery at the Slaterville Park, with the plans provided by the city. Six responses were received by the deadline date of July 1, 2008. Mayor Butler assigned a park committee to review and rank each of the proposals, based upon certain criteria. The highest ranked contractor was the committee's recommended contractor for the awarding of the contract. Saunders Construction, with a bid of $148,798, was recommended. There was an additional option of a cedar soffit for an additional $5,627.00. Council members discussed the bids and recommendation, reviewing the ranking sheets. Councilman Rob Smout expressed concern over the Overland Homes and Saunders bids being close. A motion to award the bid to Saunders Construction failed on the roll call vote, receiving only two affirmative votes, where three are necessary for approval. Councilman Scott VanLeeuwen moved that the item be tabled for the next meeting, so more members were present. The motion was approved. Mr. Smout requested a copy of the two bids for review. Ken Martin informed the council that Spencer Farms Subdivision is ready for its final acceptance. A copy of the inspection report from Brent Slater, Jones and Associates, the City Engineer, was reviewed. A few outstanding items need to be completed, including, (a) constructing survey monuments as per plat, which also need to be center punched, (b) delivery of the "as built" drawings to the city, (c) removal of the fabric from the inlet boxes through the subdivision, and (d) seal coat on the roads. Mr. Martin reported that since Mr. Slater's report, all the outstanding items were completed, except the seal coat on the roads. Funds for that cost will be given the city to perform that work at its next seal coat schedule. He recommended acceptance be granted. The vote to grant final acceptance of Spencer Farms Subdivision, subject to funds for the chip and seal given the city, was approved unanimously. A resolution to adopt an interlocal agreement with Harrisville City for street sweeper services, was adopted following discussion. The city will pay Harrisville City $70.00 per hour for such service, which can by terminated by either party upon thirty days written notice. Several expenditures were discussed and approved by the council. The city contracted with JUB Engineers for a traffic study on 400 North between the I-15 interchange and 1200 West Street for the STIP funds and shared costs with Ogden/BDO. Based on the scope of work, it will cost $6,965.00 for the study, which is to determine how much traffic is being generated on the road and how much is generated by BDO. The findings will be taken to Ogden City to negotiate with them and BDO on road maintenance. Several bids for installing a chain-link fence at the Marriott Park to help avoid the continuing vandalism problems have been obtain. The low bid is approximately $8200.00. Steve Mecham has located a bridge for use at a proposed crossing of the Ogden River. It is new and was built in Colorado for a Boyer project, with an estimated value of about $90,000. The bridge did not fit in the final plans of the Boyer project, and Mr. Mecham made arrangements for the city to obtain the bridge for $25,000, plus transport costs of about $1,800.00. The measurements of the bridge will fit across the Ogden River at a location east of Joe Elmer's residence. It will be stored at the 17th Street nature park until it can be set in place. Setting the bridge and constructing the deck wilt be an additional cost. The old |
