Show Duncan Torr Murray and I acted as the principal "incorporators," who provided the legal, election/campaign, and other expertise necessary to facilitate the process. This group of incorporators and sponsors, aided by many others, gathered petitions with the signatures of more than 10% of the property owners of the community and filed this (incorporation) feasibility petition with Weber County. The petition was certified (as valid) and the sponsors then appointed William "Bill" M. Morris as the community representative to the three person feasibility study committee5. This group selected Wikstrom Consulting and Planning to study the feasibility of forming Marriott-Slaterville City. After the feasibility study returned favorably, two more public hearings were held where the results were presented to the community. Finally, the time came to circulate the (final) incorporation election petition in hopes of gathering a high percentage (more than one-third) of the property owners' signatures to allow an election for the proposed city to take place. This final petition was certified, and sent to the Weber County Commission to set an election date for the question of incorporation. The date was set for August 2, 1998, and the campaign commenced. Both the pros and cons were presented by various parties in the community. At time the debate was heated. Election night on August 2, 1998, was a time of great commotion. Residents of the community who had been heavily involved in the process, gathered that night at the County Clerk's office to see the results. The newspapers including the Ogden Standard-Examiner, The Deseret News, and the Salt Lake Tribune paid close attention to see if the proposed Marriott- 5The three member feasibility selection committee consisted of one member of the community (Bill Morris), one person appointed by the county (Martin Moore, County Surveyor), and one person appointed by the governor (Bob Linnell). 4 |
