Mayor-Council Form of Government Local governments in Utah can operate under several different forms of government. Marriott-Slaterville operates under the mayor-council form of government. This means that the municipality power is divided into two separate, independent, and equal branches. The executive branch consists of the mayor, administrative departments, and officers. The legislative branch consists of a five member municipal council. This separation of powers provides that public comments and questions are initially directed to the mayor to handle. The council will participate thereafter in executive oversight, or if any legislative action is required. The roles of the two branches vary in this form of government. The council approves ordinances, budgets, taxes, and in some cases development. The mayor has veto power, and handles administrative functions including: appointments, complaints, public works projects, and finances. The mayor is also subject to some legislative oversight. In regards to development, the mayor is limited, having no vote to approve or deny a project, though he may comment. Development approval or denial is left to the planning commission and the council, as the case may be. |
