In that time some of the things we thought would be our most pressing problems have been working rather well. One example, finances. Because of the extremely careful watch of the Mayor and City Staff, we have been able to stay within budget and put a little away for future needs. As a City Council we congratulate these dedicated workers and our wonderful volunteers for the unselfish aid in making (and keeping) the city a good place to live and raise our families. Some other things we did not expect now present us with more pressure and difficulty. Example, Legacy Highway. If you did not already know, the number one choice transportation route of the Wasatch Front Regional Council for the Legacy Highway north alignment runs along the power corridor in the western part of our v. Like I-15, this proposed route would divide our city again. We, along with other cities and communities in Weber county are vigorously opposing this route. If you have any ideas on how we might negate the placement of this corridor please contact the city. Also, there is one other area where we would like your suggestions and help - weed control. Not many years ago we could ride our bikes along the sides of our roads without worrying about puncture weeds. Today, the bikes of our children and grandchildren seem to be getting tire repaired more than they are being used. What can we do as citizen to fight this noxious weed? Your suggestions will be appreciated. We hope to possibly start some type of eradication program this coming spring. Discussion/Action on recommendation for final approval of amended Commercial Site Plan and proposed subdivision by Charles Osman of Cape Construction for a retail commercial condominiums, restaurant, and other retail or commercial office space at approximately 1167 West 1200 South, land serial no. 15-062-0057. 4. Discussion/Action on recommendation to Mayor and Council for Ordinance 2000-23 entitled "Community Forestry and Vegetation" as the tree ordinance for the city, and to provide for community forestry and vegetation control. 5. Training by Zions Bank regarding potential use of funding for Special Improvement Districts projects in the future. 6. Discussion/Action on recommendation to Mayor and Council for Ordinance 2000-22 entitled "Architecture, Landscaping, and Screening" implementing development standards for Landscaping and for earth-tone architectural design and fencing requirements promoting rural and natural visual aesthetics. 7. Presentation of river and water protection award to Marriott-Slaterville City by Utah Floodplain Management Association. 4. Presentation of Marriott-Slaterville History by Elna Lucas 5. Public Hearing and Discussion/Action on Business License Fee Analysis and Ordinance 2000-29 repealing current Business Licensing Chapters 5.02 to 5.20 and reenacting a new and simplified business license scheme based on the new state law for the disproportionate impact of each business in the city: Susie Becker, Wikstrom Economic and Planning Consultants. 6. Presentation of annual audit by Independent Auditor Steve Davis. 7. Additional Discussion/Action on Ordinance 2000-26 entitled "Central Weber Sewer Environmental Control Act" adopting new Chapter 8.12 prescribing rules for wastewater treatment consistent with state, federal and county laws, providing notice requirement before discharges untreated sewage into a water body, and providing for a host fee. 8. Discussion/Action on recommendation from Planning Commission for final approval of amended Commercial Site Plan #00-01 by Charles Osman of Cape Construction for a retail, commercial, restaurant, and office space at approximately 1167 West 12th Street, land serial no. 15-062-0057. This amended site plan proposes to change from boat sales to these other uses. 9. Public Hearing and Discussion/Action on recommendation from Planning Commission for approval of Ordinance 2000-28 and Zoning Amendment #00-05 to rezone parcel 12-102-0004 consisting of 4.41 acres at 812 West 1700 South. The signature of Ronald Dreager was on Zoning Petition #00-02, which was enacted by Ordinance 2000-6, rezoning certain portions of the 1700 South/1200 West area from M-2 to A-l. Affidavits submitted by Darrell Mecham and Ronald Dreager indicate that the signature was made only in support of others seeking to rezone. 10. Short reports from city officers (incl. Report re: Legacy Highway). 11. Closed Executive Session. Discuss strategy relating to purchase or sale of real estate and strategy relating to imminent and ongoing litigation, and to discuss the fitness of a potential city official. 12. Approval of possible property acquisition with grant matched by Utah Quality Growth Commission for property along Weber River: Jim Ito and staff. 13.
