This course treats the following subjects: The nature and organization of the state; state functions and relations; the basis and kinds of government; the distribution of governmental powers; the structure of the government; the position of the individual; the foundations of government in the United States; colonial beginnings; the revolution and the growth of political ideas; the Articles of Confederation; the making of the Constitution; the new federal system; the position of the states; the citizen and his rights; suffrage; constitutional development; the national government; the presidency; nomination—election—as chief executive; the president and congress—the cabinet and civil service; the departments and their work; the structure and organization of congress; congress at work; congressional powers; national finance; the regulation of commerce; the government of the terri- . tories; the national judiciary; political parties and national politics. Daily. Autumn quarter. Five credit hours. Professor Blaylock. WEBER COLLEGE 47 Political Science 2. State Government and Local Government and Administration. This course makes a study of state constitutions; the state legislature; the state executive; state administration; state finance; the state judiciary; the party system in the states; the county and its government; criticism and reconstruction of county government; the city and its charter; the mayor —council type of city government; commission and manager government; protective activities of the city; city finances; townships, villages and special districts. Under this course a rather detailed study of political parties is made; party platforms; "third" parties; caucus; primary; nominating conventions; nomination by direct primary; nomination and election of representatives and senators; presidential electors; nomination of president and vice-president; party machinery; campaign methods; party finance; suffrage qualifications; election laws; the party in power; "spoils" system; civil service reform; machines and bosses; the responsibility of public officers; practical politics in legislative bodies; remedies for legislative evils.
