Show Marriott-Slaterville History April 2006 completion of the same, was seconded by Kim Slater. All council members voted in favor of approving the amended subdivision. Resolution 2006-B, imposing service fees for the Pioneer Special Service District, was discussed. Bill Morris said the resolution will establish fees to be collected to cover the costs of services provided by the district. Monthly fees proposed are: Secondary water, $25.00, Operation and Administration, $7.00; Street lighting, $1.00, Flood Control, open space and recreation, $5.00; Curb and sidewalk, $2.00. They will be billed monthly. The council delegated the Mayor authority to make arrangement with Fiona Vista Water District to collect the fees on the monthly water bill. A public hearing will be held on the resolution the next council meeting. The service district provides these enhanced services to newly developed areas so the whole city does not have to pay these costs. A public hearing on the 2005 budget and 2006 budget for the Pioneer Special Service District was combined, but comments on each matter were taken separately. The 2005 final budget revenue and expenditures for 2005 were zero because the district was not operating at that time. The state still requires a budget. Mr. Frank Blair asked the council what the special district entailed. President Ilium explained that a new development can annex into the special service district for certain services, for which the district will charge a fee. No further public comment was made. Mr. Morris explained that the 2006 budget for the Pioneer Special District proposes $6,100 in revenues and expenditures, based on approximately 30 homes using services of $40 per month from the district between July 1, 2006 and December 31, 2006. Mr. Hodson asked if a resident connection fee for secondary water is charged. Mr. Morris explained that there is one which is paid on the building permit. Mr. Randy Marriott will operate the secondary water system for the first two years, then it will be the responsibility of the city. The cost to operate the secondary water system is $300 per home per year. Mr. Blair asked how the fees are based. The connection fee is based on the size of the lot. The monthly service fee is standard for all lots. Mr. Blair asked how the city will determine how the commercial properties will pay for the services. Mr. Smout indicated that different assessments need to be applied to different developments. Mr. Morris said the presently proposed fee applies to residential uses, not commercial. After the public hearing was closed and the public meeting opened, Resolution 2006-C for the final 2005 Pioneer Special District budget was approved. Resolution 2006-D for the 2006 Pioneer Special District was tabled pending the public hearing on the fees at the next council meeting. Ordinance 2006-01 enacting inspection and cleaning requirements authorized by Utah Code was discussed. Mr. Morris explained it would adopt a new chapter 8.15 adopting provisions for inspection and cleaning of weeds, garbage, refuse, and other unsightly objects or structures as authorized by Title 10, Chapter 11 of the Utah code. A spirited discussion debated the definition of garbage, who has authority to determine what constitutes garbage, nuisance problems occurring in the city, and lack of due process under the ordinance, as there is no court involvement. Mr. Slater felt the ordinance applies too broadly, but it may be limited to fit our city. Some members expressed concern about weeds as defined in the ordinance. Staff suggested that the council vote on amending the ordinance as it relates to weeds. The motion by Marriott-Slaterville History |
