Basic Reading endorsement Level I—Basic Reading Endorsement These courses will meet the requirement for a Level I Basic Reading Endorsement to be added to the Elementary or Secondary Education licensure. The Teacher Education Department provides the courses required for these two endorsements but does not give the endorsement. It is the teacher's responsibility to submit application to the USOE (http://www.usoe.kl2.ut.us) for the reading endorsement.
