Butler, Mayor I appreciate this opportunity to again give my annual report to the public on our community. This is also an opportunity for me to reflect on the past year and offer a vision for our future. Because of the donation of land by James Blair, Jr, through his son James Blair, III, we have enjoyed our new city building for the past year. Many residents and non-residents have utilized this new building as a gathering place. Our building hosts senior citizens activities, weddings, funerals, parties, meetings, community events, and family activities. With frugal money-management, the building is paid for in-full. As we closed our financial records for another year, the city still has no debts, loans, bonds, or other obligations. In fact, we enjoyed a modest surplus in the last fiscal year that was been set aside for future capital projects. Each resident should notice on your property tax statement that Marriott-Slaterville does not appear. That is cause our city does not levy any property taxes. Further, on your phone bill and utility bills you will not see a franchise tax because the city does not levy this tax either. The policy of the city has been "pay our own way" and this is implemented in our recent development projects where a special service district was created to manage services and maintain improvements, including the new pressurized secondary water system. I am proud of the volunteers that have served this community. Over 120 of them last year participated in one way or another in service ranging from community events to cleaning roadways. Everyone who has had the time and desire has found a way to contribute and participate. I am also grateful to our city council for working well together and to my city staff, Bill Morris, Rich Adam, Ken Martin, and Becky Burt. Although our staff is small, it is effective and I thank them for all they do. I enjoy and envision our community being a small, quiet place to live. As all communities struggle with various issues, I take comfort in our community because we have a plan. Our leaders follow the plan, and we are proactive rather than reactive when we face an issue. May we all continue the course, and I wish you well this new year. _ Legislative Report Dennis Illum, City Council As you probably already know, you do not see in Marriott-Slaterville City fighting over power between the mayor council as you presently see in other cities in the state. This is because our form of government is stable, as it was determined with certainty by the people at an election. Under our form of government the city has two separate but equal branches of government, namely: 1) the executive branch, and 2) the legislative branch. The mayor is vested with all executive power, but is required to have an administrator and staff to assist him in carrying out his responsibilities. The legislative branch is the city council which controls oversight, the budget, tax and spending authority, and makes the laws of the city. The council consists of five members. Two councilors are elected from the east district, two from the west district, and one is elected at-large. Understanding how our local democracy works helps residents stay informed. Residents may contact council members to give input on our successes and failures. The legislative branch relies on public input to help formulate the laws and budget. Forward complaints and other concerns to the executive branch by calling the city office at 627-1919. WEBER COUNTY RABIES CLINICS Weber County Animal Service will again host its winter rabies clinics. For questions call Diana at 399-8244. Weber County dog licenses will also be available or renewed as follows: Non-spay/neuter $20 or Spayed/neutered $10. Spayed/neutered owned by a Senior Citizen $5 Rabies shots cost $8. Clinics will be held at the Weber County Animal Shelter, 1373 North 750 West (inside fairgrounds). Clinics will be from 2-4 p.m. as follows: January 6, 2007 and January 20, 2006 February 3, 2007 and February 10, 2007_ PLANNING COMMISSION TUESDAY, JANUARY 16, 2007 - 7:00 P.M. 1. Call to Order/Approve minutes. 2. Work Session with Planning Chair, Plain City. 3. 2007 meeting schedule. 4. Site plan: Methodist Church at 1365 West 400 North. 5. Adjourn until February 13, 2007. This agenda is tentative. Items can and will change._ CITY COUNCIL MEETING THURSDAY, JANUARY 18, 2007 - 6:30 PM 1. Call to Order/Approve minutes. 2. Business license: Toad's, 1760 West 400 North, seasonal amusement. 3. Public hearing: Transportation Enhancement Grant. 4. Public hearing: waste collection and disposal contract. 5. Public hearing: zoning reversion to A-1 on various parcels of Frank Blair currently zoned M-1 and C-2 along and in the vicinity of 400 North. 6. Discussion/action on public hearings. 7. Officer reports and legislative oversight. 8. Adjourn meeting until Thursday, February 15, 2007. This agenda is tentative. Items can and will change. |
