Mr. Jorgenson said the Chamber has provided a model resolution as a sample resolution for the cities to use with regards to the ballot measure. Councilman Kim Slater asked if the tax collected in Weber County will stay in Weber County, and Mr. Jorgenson replied that it would. Mr. Morris explained that the sample resolution proposed by the Chamber is not the same as is proposed for approval in the council packet, as it does not endorse the ballot measure, but encourages voters to become educated and vote their desire. Mr. Slater said he does not support the resolution as he feels the Chamber wants to use the city support as an advertisement for the ballot measure. Resolution 2007-1 on the transportation ballot measure was passed with four voting for and one against. After discussion, the council approved a $50,000 expenditure for initial park improvements made at city hall. The first phase includes initial park area grading and site work, construction of the outdoor amphitheater mound, excavation of the detention basin, and excavation of the expanded parking lot. President Ilium said he would like to have the extended parking lot completed this year, if possible. Staff will look into the matter. Governor Jon Huntsman, Jr., issued an executive order on May 9, 2007, calling for a statewide special election on November 6, 2007, so that voters may vote on Citizens' State Referendum Number 1, on school vouchers. Therefore, the state will be administering the election this year through the county. Mr. Morris said that normally we would be appointing election judges, but with the county in charge of the election, they will appoint the judges. Weber County will provide all absentee ballots and early voting for all local elections. Some concerns about the county being in charge of the elections arise as the city has two election districts for the city council seats, but that will be worked out with the county. The city will pay the county the amount it has budgeted for the election. The county submitted a proposed Interlocal Agreement for election responsibilities. The wrong version was mailed by the county, so those errors were lined-out and corrected language written in the agreement. After a brief discussion, Resolution 2007-J, allowing the major to enter the Interlocal Agreement with Weber County for the 2007 election, subject to the changes made to the agreement by the city attorney, was passed unanimously. Cory Duncan, project director for the renovation at Central Weber Sewer District on Pioneer Road, explained the project. The district is now at full capacity, requiring renovation over the next 50 years. The discharge in the future will be into the river rather than the Warren Canal because the canal is at capacity. The district has three phases to take place, which Mr. Duncan discussed briefly with the council. The first phase includes importing fill for the new facilities and relocation of the compost facility. Councilman Rob Smout expressed concern that doubling the capacity of the plant will double the odor problem. Mr. Duncan said that there will always be an odor problem, but they will do everything possible to mitigate the smell. Concern over the expansion of the facility into the buffer area was brought up. Mr. Duncan said the expansion of the plant will take place within its existing facility foot print as old technology is removed and new technology replaces it. Mr. Slater asked if there was a way to alleviate the trickling filters to help get rid of the birds and bugs. Mr. Duncan said the old plant uses this method, but the new system will be much more efficient and hopefully will not have this problem. The staff advised the council that the site plan for this project will go to the Planning Commission. Mayor Butler suggested the possibility of sending the agenda and council packets by e-mail to save on the cost of paper, but the council members prefer to have a hard copy. The 1200 West overlay and striping cost over $160,000. A portion of 1200 West was not resurfaced as the possibility of running sewer and water into the Marriott Park is being considered. Ogden City will be paving and striping the entrance at the west gate of BDO. |
