Ruml Appeals For Punitive War Tax End WASHINGTON, Nov. 23 Beardsley Ruml, father of the pay as you go income tax plan, urged congress Wednesday to repeal wartime excise taxes on such items as leather, furs, jewelry and baby lotions because they are punitive and hurt business. He said the revenue thus lost would be offset partly by more money from corporate and income taxes as a result of increased sales. The excises, which range up to 25 per cent of the retail price, are, in effect, a federal sales tax on goods and services. They also are levied on telephone and telegraph bills; railroad, bus and plane fares; theater tickets and cabaret checks. Keep Desirable Taxes Ruml said congress ought to repeal all but two classes those on gasoline, alcohol and tobacco which are desirable from a revenue point of view, and
