Show MARRIOTT-SLATERVILLE CITY HISTORY February 2004 In his State of the City Address, Mayor Keith Butler reported that the annual audit for the fiscal year ending June 30, 2003, showed the financial condition of the city is doing well. Revenues exceeded budget expectations and expenditures were lower than anticipated. Additional revenue was put in the capital fund for future use. With the tight economy still existing, he will work for restraints in spending. Storm water remains an issue in our area with its high water table. We are fortunate that the settlers of our community built many drains to ensure that excess water did not endanger property or life. Mayor Butler asked us as residents to ensure that all drains are kept clear and operable. The establishment of a Citizen Emergency response Team (CERT) and the creation of a draft emergency plan was cited as an important step towards our community's safety. At the regular City Council Meeting held on February 29, 2004, Jay Miller was sworn in as a new member of the Board of Adjustment. A business license for B and M Predator, which will remove pests and dead animals, was approved by the council. A public hearing regarding a proposed boundary adjustment between our city and Ogden City, as requested by the Weber County School District, was held. Randy Phipps questioned if the change would bring extra cost and additional liability to the city. After the public hearing was closed and the public meeting reopened, the matter was further discussed by council members and Mr. Morris. Ogden City has declined the boundary adjustment, based on the premise that a more appropriate resolution should be pursued. The subject was tabled for one month to give time for further discussion with the School District. Final approval for the Kathleen and James Williamson's Big "W" subdivision of four lots (three new houses and one existing) at approximately 2449 W. Pioneer Road was given. A two-lot Loud Mytham Farm Subdivision, and a conditional use permit for Coy Animal Care Center were also approved. A Utah atheists group, concerned about prayers at public meetings, has asked that local government conform to the Utah Supreme Court decision on such prayers. After discussion, the proposed resolution was tabled for 90 days, to see what other cities do. A new revised Manual on Uniform Traffic Control Devises (MUTCD), which contains uniform traffic control laws for the nation, and is published by the Federal Highway Commission, now applies to our community. The stop light at 400 North and 1200 West expired after service at that intersection since World War II days in the 1940s. Components in the signal box overheated and fused together, ending its ability to function properly. The intersection doesn't qualify for a traffic light, so the current light will continue to signal a four-way stop, flashing red in all directions. Mayor Butler explained that we are working with Ogden City on reconstruction of this intersection. The lights will be removed and a four-way stop put at that location. The Driver License Division now has a code, "2944," which our citizens can give when they renew a license, which will indicate Marriott-Slaterville City as the place of residence. Judy DeVries has expended considerable work to establish a Welcome Neighbor Program. She welcomes newcomers into the city with a letter from the Mayor and a refrigerator magnet with local government and emergency phone numbers. Mayor Butler is now serving on the advisory board for the county fair. The fair ground administration would like a small sum to help them obtain the contract for the World Championship Cutter Races. No funds were committed at this time. |
