Editorial Standard July 15th 1957 Tests of Character We were interested to read in a Utah Foundation research bulletin that the principal reason for the higher state and local tax burden in Utah and other western states is the relatively greater emphasis placed on public education in our region. Utah, New Mexico, Arizona, Montana and Wyoming are among the 10 states in the nation making the greatest relative effort to support public education. We suspect that a test of character is to be found in willingness or lack of willingness of a people to be taxed to a point of pain for such things as education. Under that test Utah people receive a high j mark, because the Foundation discovers from its research that Utah ranks first among all 48 states in the per cent of personal income spent for education. It is a pleasure to remind that Utah also makes sacrifices to support all of the social services in a generous manner. This is another test of character. A willingness by those who have to share with the needy aged, needy blind, dependent children, the disabled and other unfortunates is a mark of distinction. We have in Utah the kind of people with whom it is mighty pleasant to live as neighbors.
