37 provide Weber College with a lower percentage increase in appropriations than the average suggested for other higher institutions, even though Weber is scheduled to commence a junior class in 1962-63. President Miller stated that it would be almost impossible to commence the four-year program with such a limited appropriation. In answering the question as to whether there were any limitations in the bill on Weber's offerings, the president said, "We are limited by the wording of the bill; that is, to business, elementary and secondary education, technical education and the arts and sciences." The question of who should govern the College was discussed at length by the members. Should the college have a single board that controls all institutions or a separate board? The president said that it was the opinion of many four years ago that rather than have a single board to control all of the institutions that a coordinating council to coordinate all institutions should be had. President Miller reported that the State Board of Education and the Coordinating Council also felt it advisable to have a separate board. After some discussions, the members of the Advisory Committee went on record as favoring the recommendation of a separate board as made by the Governor.
