Gerard, Former Envoy to Germany, Raps Spending By Tribune Leased Wire NEW YORK, Sept. 7 Barbara Hutton and others of her type are largely responsible for the inheritance and soak the rich taxes from which we all suffer if we have accumulated any money, James W. Gerard, former ambassador to Germany, flared on his return from Italy today on the Italian liner Conte di Savoia. Mr. Gerard was one of the 1575 passengers who were buffeted about when a hurricane of more than 100 miles an hour tossed the liner for nearly seven hours yesterday, lifting green water to the bridge, 80 feet above the water line, overturning furniture and drenching passengers on the promenade deck. One cabin steward was injured.
