Show Colonel H. Arnold Rich...State director of the selective service, attains new rank. Rich Advances To Colonel, Hershey Wires State Draft Head Wins Recognition For Work on Board H. Arnold Rich, widely known Utah attorney and head of the selective service administration in this state, received a Christmas present in the form of a promotion from lieutenant colonel to a full colonelcy in the judge advocate generals department. The draft director, who was a major when he took over the task of directing the conscription of thousands of Utahns in late 1940, became a lieutenant colonel on February 1, 1942, and his colonelcy dates from December 23, according to the telegram to the Utahn from Major General Lewis B. Hershey, national director of the selective service. Colonel Rich was on the governors general staff from February, 1927, to September 23, 1940, when he was appointed acting director, being named state director on January 1, 1942. Negro Personnel Growing in ArmyWASHINGTON, Feb. 27 Negro personnel in the army now totals more than 450,000, with men in every arm and branch of the service, the war department reported Saturday. Of the total more than 60,000 are serving outside the United States. They include more than 25,000 in the Pacific and about 10,000 in North Africa.
