Show 2 Section 5x. Registration for instruction. On or before the first day of September of each year. Every alien person residing in the state of Utah subject to the provisions of this Act shall appear at the office of the City of the District Superintendent of Schools of the city or district of which he is resident or at a place designated by the superintendent of schools and shall there register for instruction according to such form as shall be prescribed by the State board of education. Section 5x1. Penalty. Any person subject to the provisions of this Act who wilfully violates the provisions of Section 7 shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not less than $.15.00 and not more than $25.00. The parent or guardian of any person under twenty-one years of age who is subject to the provisions of this Act shall be held responsible for his registration. Section 5x2. Instruction Fee. At the time of registration for instruction each person subject to the provisions of this act shall be required to pay an instruction fee of $10.00 to the City or District Superintendent of schools or to a person designated by him. On or before the first day of October of each year the city or district superintendent shall pay the total amount of such fees collected to the State Treasurer who shall credit the same to the Americanization Fund. All moneys credited to the Americanization Fund shall be administered as provided by law under the firection of the State Superintendent of Public Instruction. Section 7. The state board of education shall make regulations regarding the examinations prescribed by Section 2 of this Act, shall make regulations concerning the conditions under which it will direct the establishing of evening classes, shall make regulations regarding the regular attendace required in the various sections of the Act, shall determine the minimum number of pupils for which school classes shall be organized and maintained, shall determine the basis on which salaries of teachers and the expenses of supervisors shall be paid, shall determine the necessary qualifications of teachers employed under this Act, shall receive application from the various school districts for portions of the funds herinafter appropriated, and shall make any other regulation necessary to carry out the provisions of this act. Section 8. The regular attendance required by this act shall be secured in the same manner and under the direction of the same officers as is provided by law for compulsory regular attendance at any other public schools or classes. |
