The capital cost of the two new units to be constructed at Four Corners is about $100 per kilowatt, and we believe the total generating cost for those two units will be around 3 mills per kilowatt hour. Adding a transmission cost to the Los Angeles area of approximately 1-1/2 mills per kilowatt hour, we arrive at about 4-1/2 mill delivered cost. Even if we assume that nuclear power costs will be reduced substantially below 4-1/2 mills in the future, and assuming that the various problems relating to the location of nuclear plant sites on the Pacific Coast are all resolved so that delivery of power from the Four Corners to the West Coast becomes less competitive, there is still a very large and growing market well within the range of the Navajo mine; I am Cont'd. thinking of Southern Arizona, Albuquerque, Denver and Salt Lake City. The recently published Nathan Report estimates that the Four Corner States will require in 1980 three to four times as much thermal energy for power generation as they did in 1963.
