strength of those on opposite sides of the bargaining table is hopelessly unequal, that the bargaining process results in high settlements, that the employers are incapable of resisting and have little incentive to resist because of the ease with which the added costs can be passed on to the consumer. To correct the situation it was recommended that three broad approaches be utilized. 1. A broad legislative attack on those forces that prevent attainable cost reductions without justification, including archaic building codes, and union practices that prevent the use of more efficient building methods or cause the inefficient and costly use of labor. 2. Programs designed to increase the labor supply in the building trades. 3. An attack on the wage setting procedures to assure that compensation for construction and labor is fair and equitable in relation to comparable skills in other industries. Three alternative approaches were suggested but that recommended was the establishment of wage control within the construction industry with compulsory labor arbitration courts along the lines practiced in Australia. -2-
