The local nature of the competition, the uniqueness of the product and the way that it is priced also combine to make more effective the barriers against change and improved technology that are imposed by the building codes and by the union resistance in maintaining "make work" rules. Once we have recognized that construction is different, we can then move toward the structural changes and controls that I believe are necessary to control the inflationary factors. Worthy of exploration are these courses. First, a broad legislative attack on those forces that prevent attainable cost reductions without justification. Included here would be archaic building codes, union practices that result in feather bedding or prohibit the use of prefabrication, better work methods, advanced technologies, and the use of skilled workers for unskilled tasks. Second, a program designed to increase the labor supply in the building trades through improved nondiscriminatory training programs, updating the outmoded apprenticeship programs and eliminating the hiring hall. Third, an attack on the wage-setting procedures to assure that compensation for construction labor is fair and equitable in relation to comparable skills in other industries.
