Show War but we in California may well find ourselves with some problems simply because a change in the rate of expansion of our defense industries will cause us to lose our momentum. Obviously we cannot expect California to continue to grow at twice the national rate. The initiating or motivating force has been our defense industries, which expanded at a 22% rate from 1950 to 1957. Since then this growth rate has slowed to 2-1/2% or 3%, and the impact of this on the California economy would have been more noticeable but for the rising role of services in the economy. Frankly, I see no easy answers to how we in California can counter the adverse effects of a slowdown or curtailment in our defense spending. There is no great reservoir of unfilled demand such as we had at the end of World War II. Any loss in defense spending must be met by substituting some other factor or factors: 1. Either: Local production of goods now imported, or 2. Expansion of local firms, or 3. Increased exports of locally produced goods. None of these is likely to take place in great measure unless the nation as a whole is growing. Therefore we must look to the growth rate of our national economy for ultimate salvation. Meanwhile we would be wise to base our planning here on the realistic recognition of what lies behind our growth of the past decade and not become intoxicated with projecting future trend lines on the basis of our recent experience.
