relative strengths of the bargainers through big regional contractors' associations and the building trades collectively bargaining together through strong nationals with ability to enforce their agreements on the locals. For this approach I hold little hope. There isn't time for the size of the task. b) An indirect approach by the Government as a large purchaser and financer of construction to set effective wage guide lines by setting wage ceilings on the construction it procures or finances. This may be effective when the demand is in reasonable balance between the private and public sectors but it will fail if the private sector drains workers from public contracts through premium pay. c) Lastly and reluctantly I suggest the best hope is setting up wage control in the construction industry with compulsory labor arbitration courts whose findings are final along the lines followed in Australia. It works imperfectly in Australia but it works infinitely better in the national interest than the system that we have in effect here.
