Show Awards Laws and regulations continue on and are modified when needed. New ones must be passed as situations demand-more changes in life. Resolutions are considered, passed, or disapproved. At the January 15, 2004, Council meeting Resolution 2004-A passed unanimously by the council after discussion. This resolution acknowledges outstanding service to the community and establishes an award program for individuals to be honored. Awards instituted by the resolution are the Elna Lucas History Award, for people's historical or cultural contributions; the Darrell Mecham Service Award, recognizing an outstanding volunteer(s), and the Orvil Holley Youth Award, which recognizes youth who demonstrate leadership and interest in community affairs. The July Pioneer Post further announced and explained the awards which are available to honor special individuals for the contributions made by our residents. The Good Neighbor Award is given to a resident or business who gives positive involvement to the community. Qualifications include going the extra mile to maintain a beautiful yard or property, those who encourage or help neighbors in a positive manner, or individuals or businesses for their appreciation of and dedication to the community. The Elna Lucas Community Culture and History Award will honor individuals who contribute to community culture and history, such as submitting to the mayor a short story, poem, song, article, or other artistic work of cultural or historical interest. The H. Orvil Holley Youth Leadership Award is given to encourage leadership skills among our youth. Any youth in the community under 18 years is eligible for nomination for this award. The Darrell Mecham Service Award is in honor of the dedicated volunteer service of Darrell Mecham and will be given to an outstanding individual or organization for volunteer service in the community. All nominations for the above awards had to be received by the mayor on or before August 1, 2004, and winners were decided under rules given for each award. Judy DeVries has expended considerable work to establish a Welcome Neighbor Program.
