Show Marriott-Slaterville City Council Report for November 2004 By Joyce VanTassell Planning Commission considers new construction in the community Marriott-Slaterville's Planning Commission met on Oct. 27 with Les Syme presiding as chairman. The commission discussed the codes, covenants and restrictions (CCRs) for the Spencer Farms subdivision at 200 N. 1900 W. The city plans to continue to work with the subdivision's developer, Brad Hart, who agreed to have a member of the planning commission on his architecture control committee, which would finish developing the CCRs for this development. Frank Blair then presented his road alignment request to the commission, asking that he be allowed to put in a new road to access 400 North. Several concerns were raised by the commission, including the safety of the new road and the size of the property being inadequate for three businesses. Blair requested that his proposal be put on next month's agenda. The November meeting of the Planning Commission took place Nov. 11, with Kent Meyerhoffer presiding in the absence of Syme. The commission approved a six-month extension for the recording of the Town House Estates phase III subdivision (located at 1045 S. 1200 W.), after noting that this is not the first extension that had been given. No more extensions will be given until improvements such as curb, gutter, road, water and sewer lines are installed. The commission then considered Blair's new road alignment access request and his conditional use application for a motel, gas station and restaurant on 400 North adjacent to I-15. Blair's engineer, the city's engineer and Paul Taylor, engineer from J.U.B. Engineers, Inc., met earlier to discuss the road's location. Blair said that this group recommended that the road be moved 75 feet east of the original location, which would be safer and also leave the nearby stream unchanged. Dick Evans, a long-time resident on the affected road, addressed the commission about the proposed road. Evans said that he does not believe the proposed changes to the road can make it safe. "It's a death trap," he said. B Blair addressed the commission and asked them to approve the new location of the road, saying, "This is the best site." Blair added that he felt he had met all the requirements of the commission. Discussion followed, with Meyerhoffer saying, "My biggest concern is safety," adding that the "S" curve would make it hard for semi-trucks and other large trucks to turn into the proposed businesses. Commissioner Ned Allred said, "We can't deny Mr. Blair the use of his property but must also ensure safety of the public as they come and go." The commission accepted the new road conditional to Taylor's addressing the council about their concerns and that other conditions were met. The commission next considered the application for the businesses. Blair said he could combine two of the businesses in one building by putting the restaurant in the hotel. He also noted that his plan includes more parking than is required for the businesses and asked the commission to approve his conditional use application. Commissioner Dale Thompsen said that the commission had received a letter with 18 neighbors saying they were against the business. Allred made a motion that preliminary approval be granted based on the proposed development being brought in line with minimum use standard and the city engineer's stipulations. The commission strongly recommended that Blair contact his neighbors, and Blair said that he would be happy to do that. Preliminary approval was granted, with the commission voting 3 - 1 in favor. Thompsen voted against the motion. |
