PLEA MADE FOR CHEAP LIQUORS. Low Tax Will Outwit Bootleggers, Rockefeller Report, Says NEW YORK, Oct. 14. (AP) Imposition of high liquor taxes after repeal, the Rockefeller liquor survey said today, will furnish indispensable support for the illicit alcohol business. Nothing will so quickly demobilize the moonshiner and the bootlegger and throw into chaos the corrupt system which they have created as responible liquor taxes and low liquor prices, the report said. For the next three to five years, until the bootlegging regime which has developed under prohibition has been driven out of business, low taxes are imperative. It is with this in mind that other means of discouraging and controlling excessive consumption are recommended. The liquor study, sponsored by John D. Rockefeller. Jr., said the fundamental objective of alcohol beverage taxes should not be revenue but rational and effective social control. Under the low price, it said, volume of consumption would be high the illicit manufacturer and bootlegger would lose their market liquor corruption of police, politicians and lower courts would disappear, and there would be little tax evasion. Results that might be expected under the high price were listed as follows: Consumption of legal whisky would be small, the moonshiner and bootlegger and the whole system of liquor corruption would flourish, substitutes more harmful than seasoned spirits would be increasingly used, and revenue would be large despite illicit trade and restricted consumption.
