Show April 2004 Dogs were the center of action in April, following complaints against the Canine Connection operating in Marriott-Slaterville City on a conditional use permit which allowed a maximum of 30 dogs at the facility. Following entry with a search warrant, about 104 dogs were removed on April 23. Veterinarians at Burch Creek Animal Hospital were appointed as guardians of the dogs removed. Norma Blaser, owner of the Canine Connection, will be allowed to have 20 dogs back at a time to sell them, until June 23, when her permits will be relinquished. It was "lights out" again for our community as well as surrounding cities when wind and rain brought power outages on April 7, 2004. Some wires came down and some poles were burned in this very strong wind. Another storm on April 28, brought wind and snow, causing a 2 hour power outage. Wind gusts in the range of 70 mph, toppled trees, brought down power lines and caused rollovers. Above normal temperatures had verged on hot the previous week, with a rapid 50 drop coming with the front which brought snow. An outbreak of orange cones along some thoroughfares has arrived with the coming of good weather. In our community we can find them on 12th Street at the I-15 on and off ramps where a traffic light is being installed and minor widening of turn lanes is being made. We can expect to see them for most of the summer. Judy DeVries was honored with a Community Service Award at the City Council Meeting held April 15, 2004. Her excellent volunteer work is with the welcome neighbor program. New business licenses for Mother Earth Minerals, Inc., and Brass Crown Planting and Landscaping, were issued at the meeting. We welcome them and wish them success in their endeavors. The FY 2003-04 came under scrutiny as the State Auditor has indicated the city is not in compliance with state law regarding the general fund balance limitations. The problem will be corrected by transferring the excess funds to the capital projects fund, requiring an amendment to the budget. A public hearing on the proposal was set for May 20, 2004. The 2004-05 Capital Improvement Plan was also discussed and approved. Bona Vista Water has placed electronic reading systems on their water meters in the community. This will facilitate more accurate readings made from their truck, rather than by hand. Traffic signals are being placed by UDOT at the southbound I-15 off ramp on 12th Street to alleviate congestion at the site near Pilot Gas Station. Bits and Pieces Mason Marker, son of Adam and Kristen Marker, was born April 11, 2004. Gladys F. Wheeler Draper, age 82, died April 3, 2004. Dorothy "Dot" L. Hoisington, died April 8, 2004, at the age of 96. Anna Owen Wheeler, age 81, died on April 25, 2004. Rich Holley reached the age of 80 on April 28 and celebrated the occasion with his family.
