Butler, Mayor It is time again to report to the community on our status as a local government. The new year has been busy with the annual financial audit which was completed in January. I am pleased to say that the audit, for the fiscal year ending June 30, finds the city doing well. Revenues exceeded budget expectations, while expenditures were lower than anticipated. Additional revenue was transferred to the city's capital fund for future use for such things as a municipal office complex, storm water management, and other projects. However, I feel that the economy is still tight and work to apply restraints in local government spending. I also appreciate my staff who seek grant funding wherever possible for our upcoming municipal and senior center. Storm water is always an issue in this community because of the high water table, low land, and various water ways through the area. As you may already know, the United States Environmental Protection Agency (EPA) has mandated that communities such as ours take measure to improve water quality from storm water in our rivers and streams. The city will be working to meet the federal mandate through its storm water management practices. Expect additional costs, regulations, and percolation area for development because of storm water issues. More importantly, the help of every resident is needed to keep the storm water system clear of debris. Most of the drains in the community are open, but, unfortunately, some have been filled or clogged with tree trimmings, grass clippings, and other debris. We are fortunate that our forefathers built these drains to ensure that excess water drained properly to prevent property damage and for public safety. Please refrain from using drains for the disposal of debris and yard trimmings. According to the new laws, this is unacceptable, and the natural growth in these drains already causes enough problems. The last thing that I want is to see someone fined for a violation of this new storm water law. For nearly a year now the city has been establishing a emergency management program. The city obtained several small state grants to help with our emergency management program. A committee of volunteers worked last summer to create a draft emergency plan, citizen brochure, and set up a Citizen Emergency Response Team (CERT). At least 12 residents of the city have been CERT trained and are ready for an emergency. I anticipate that every resident in our community should receive a copy of the citizen emergency brochure in the coming months. In addition to emergency management, there is also a new neighborhood watch program. This program is designed for crime prevention. The neighborhood watch members have placed new neighborhood watch signs at various places in the community. Our community resource officer helped the group identify areas where crime occurs and will help neighbors cooperate in reporting suspicious activities. Hopefully, with neighbors helping neighbors we can protect ourselves from becoming victims of crime. I never tire of thanking the many individuals who work to make this community a great place to live.
