Show which has the goals to correct deficiencies, improve safety, increase capacity, and minimize project impacts. Two lanes, each direction will be maintained. The construction will begin next spring and it is expected to go past 12th Street in its first stage. Noise walls are being considered in certain areas. President Dennis Ilium noted that the city would like noise walls, using berming, similar to that in Farmington, and would also prefer asphalt paving because it is quieter. He further suggested eliminating the catwalk and putting in a pedestrian underpass. A trail under the freeway at the Weber River is being planned We were told that UDOT will widen 1900 West to four lanes through our boundaries over the next year, prior to widening I-15. After the interstate is widened, 1900 West will be changed back to a two lane road with a center turn median. BDO will not be working on the intersection of 400 North and 1200 West until next year. Later, with a change of plans, we were advised that UDOT has postponed the widening of 1900 West until further notice. We certainly hope both roads will not be worked on concurrently, creating the problems we endured when both had major construction and closures a few years ago. Major changes are coming to the community with the approval of two residential subdivisions, with 30 lots each. The Spencer Farms Subdivision, approved earlier, now has houses under construction on it. Considerable discussion occurred concerning the Mill Creek Subdivision. Concerns were raised by the South Slaterville Irrigation Company, by various councilmen, and by the public. The lot size for 30 lots is reduced, but the lots are clustered, and the remaining property (11 acres) needed to meet the 1 acre requirement was placed in permanent open space along Mill Creek. The type of fence and its location, the secondary water pond, the location of the ditch, and the traffic problem, were additional concerns. A joint meeting with the planning commission was held concerning the Mill Creek Subdivision, with several items resolved. The fence should not be an issue because there is an easement on the ditch where no fence can be placed. This means the ditch will be on the agricultural side, and the easement over the ditch will be clear and open. The easement for the ditch must remain clear so the pipe can be repaired by a backhoe, and for other maintenance. A syphon may be needed along with concrete pipe. Part of the ditch will be abandoned and part will remain. There will be two secondary ponds connected underground for Mill Creek and the Spencer Farms Subdivisions, with a pump system to serve both. The ditch upstream needs to be usable and function properly. Councilman Kim Slater noted that the ditch does not have the capacity to handle the amount of water the developer needs. Piping it would help somewhat. The developer is getting permits regarding the wetlands. Storm water remains a problem as there is limited run-off capacity in Mill Creek. The road and traffic on 500 South is not considered to be at capacity with the new subdivision, but as it is narrow, winding, and not painted, and concern was expressed by Councilmen Smout and VanLeeuwen. Approval for the subdivision was given subject to the several items discussed by the council. The developer of Christopherson Subdivision at 2070 West 500 South made a request to vacate lot 2R of the subdivision, to allow the developer to put the road into his subdivision. An old building on the property will be deeded by the developer to the city for storage use. The request was approved by the council. The conditional acceptance of Big "W" Subdivision was approved. Mr. Ken Martin completed an inspection of the site and found it met minimum requirements and standards of the engineering and subdivision plans submitted. He recommended conditional acceptance of the subdivision, and that the one year guarantee period commence. He further recommended the release of the escrow, except for a 10% contingency and the itemized amount for the demolition of the existing house. In September the Barnes Bank was approved as an escrow holder for development projects to fill the requirement in the subdivision ordinance for an escrow holder. It is currently holding the escrow for a beginning development Richard Boud has requested a zoning ordinance amendment to allow for storage units to be built in the A-1 zone, on 1900 West. The council tabled action on the amendment until additional information could be obtained, and the matter is still pending. |
