Show May 2005 A public hearing on Ordinance 2005-05, entitled Impact Fee Enactment, was held during the council meeting on May 19, 2005. Bill Morris, City Administrator, began the hearing with a review of impact fees in the city. Susie Becker of Wikstrom Economic and Planning Consultants, presented the updated impact fee analysis, completed by that office. Items involved with these fees include parks, public safety, roads, sewer, and storm drainage. Ms. Becker answered questions by council members concerning their study, including how fees are tracked. No comments from the public were offered. Following the closing of the public hearing, the public meeting was re-opened. After discussion by the council, Ordinance 2005-05 was passed as written. Resolution 2005-D concerning an interlocal Agreement With Weber County to provide specified road maintenance services was discussed. The current agreement is expiring, and the content and fees are not changed in the proposed agreement. The resolution was passed following discussion by the council. Considerable discussion occurred concerning the Mill Creek Subdivision. Concerns were raised by the South Slaterville Irrigation Company, by various councilmen, and by the public. The lot size for 30 lots is reduced, but Mr. Morris noted that the lots are clustered, with the remaining property (11 acres) needed to meet the 1 acre requirement placed in permanent open space along Mill Creek. The type of fence and its location, the secondary water pond, the location of the ditch, and the traffic problem, were additional concerns. The council voted to table the matter until the next meeting, and to meet with the planning commission about the concerns. Flood problems were discussed, particularly those with the Warren Canal. Moss and a pipe blocking the canal are two existing problems. President Dennis Ilium suggested a facility on that canal is needed, and using storm water funds for it. Councilman Kim Slater will allow such a facility on his land, providing that it would not erode his property. Mayor Keith Butler was asked to meet with Farr West officials about storm water impact from the new veterans center to be constructed. With the new office and senior center building under construction, Mayor Keith Butler asked for volunteers to assist with the upcoming auction, landscaping, or in any other capacity. He advised the council that trusses for the new municipal building may be up by Monday, with roof sheeting in place shortly after. The wet weather has caused some delay, but the work is progressing well. The weight limit on 1200 West is in place, bringing concern to the Weber County Commission. President Illum hopes a long-term resolution of the problem can be reached with the county. Water problems in Mill Creek is causing deterioration of the road past the Slaterville Park. Councilman Slater reported that the mosquito abatement district is anticipating a big year for mosquitoes, bringing the possibility of greater danger of West Nile Virus. Bits and Pieces Windsor William London, son of Matthew and Katie London was born May 5, 2005. Sherry Morris, who teaches at Sand Ridge Junior High, was honored in the Apple for the Teacher awards on May 5, 2005, in The Standard Examiner. The Fremont High School's girls softball team won their first state 5-A softball title on May 20, 2005. Haylee Adam is a member of the team. Jennifer Wilson was selected as a cheerleader at Weber State University. Danielle Nielsen will be a cheerleader at Fremont High School next year. Todd Spencer was elected as student body vice president at Fremont High School for next year. |
