Pioneering in Illinois Salt Lake Tribune Oct 14 - ‘56 ‘Cooling Off’ on Divorce Chicago Tribune Judge Julius Miner’s long campaign for a 60 day “cooling off” period in divorce and separate maintenance proceedings has been successful at last. Laws to accomplish this purpose, enacted by the 1949 and 1953 legislatures, were declared unconstitutional by the Illinois Supreme Court. Now the court has found that a third law, passed in 1955, meets constitutional requirements. Illinois is pioneering with this legislation, and other states will be watching to see how it works. If it prevents even a small percentage of the divorces sought in Illinois every year, the legislation is sure to be widely copied. It has been estimated that 378,000 children are affected by divorce annually in the United States and that 80 per cent of juvenile delinquents come from broken homes. Judge Miner deserves great credit for his stubborn efforts to lessen this major social evil.
