MSC, UT 84404 RE: CDBG Contract #04-0594 Dear Mayor Butler: It was a pleasure to meet with you and Bill on Tuesday to review the above CDBG contract for the new senior citizen center. Bill is to be complemented for the organization and professionalism with which he administered this CDBG grant for Marriott-Slaterville. This was a unique but successful project for numerous reasons. It was a design built project so the engineering was part of the construction contract and was not done before hand but was done as the project was built. The Senior Center was built in conjunction with the city hall and the costs were split according to square footage usage by the contractor/engineer. Also, the contract originally called for using CDBG funds for property acquisition, but when the deal feel through at the last minute a new site was donated and so the CDBG funds did not fund property acquisition as planned. Despite these circumstances or perhaps because of these circumstances the new Senior Center appears to be a beautiful and functional building. As part of the review process I looked at eligibility, applications, contracts, financial documentation, environmental records, labor standards, civil rights practices and internal financial control procedures. Overall I found the files and records pertaining to CDBG funding and the practices and organization of the city to be commendable. My only concerns are listed below: I am working with the general contractor, Kier Construction, to get the final payrolls from a few of the sub-contractors. Kier has satisfactorily answered my other questions. Because the city is growing and now owns facilities we recommend that the city track it's fixed assets and develop policies for acquiring and disposing of property and take regular inventory of city facilities and equipment.
