Resolution 2008-F, the one-year extension of the interlocal agreement with Weber County Animal Services, was adopted in May 2008. A modest fee increase for impounds is part of the contract. The county only handles domestic animals, with the state handling wild animals. Changes made in the contract with Weber County for certain road maintenance services, were outlined in Resolution 2008-G, the interlocal agreement, which was adopted in May also. Trent Meyerhoffer helps our city to save money by erecting traffic signs and other maintenance for which the county has charged previously. The Marriott-Slaterville Business Park was created on May 9, 2005. As part of the subdivision, the city obtained a small 15' trail easement over Lot 5, which was mistakenly recorded by the county as creating a new parcel. To correct the mistake as set forth in a Quit Claim Deed, which still retains an easement for the city over the parcel for the trail, was approved in Resolution 2008-H (June 2008). The city was approached by the Taylor family to obtain a conservation easement for property in the city that has intrinsic value for preservation. It would constitute the preservation of a number of areas of prime farmland, and also the preservation of a portion of an ox-bow pond near the Weber River. A conservation easement on this property using LeRay McAllister Critical Lands Conservation Funds would have multi-use public benefits, including agriculture preservation, storm water storage and recharge, wildlife habitat and wetland area along the Weber River. Resolution 2008-1 supporting the Taylor's Buffalo Springs project was passed in June 2008, which expresses city support for its application for grant funds to complete this project. Also In June, Resolution 2008-J approved an agreement for secondary water and sewer maintenance services with Marriott Construction. They will help the city with certain maintenance services for the secondary water and sanitary sewer system at various locations in the city. in August 2008, Resolution 2008-L approved the Betterment and Cost Share Agreement with UDOT for the 12th Street reconstruction. The agreement involved costs sharing, providing that UDOT will contribute about $93,000 for the new storm water line, with the city contributing $8,000 for sewer infrastructure improvements. Resolution 2008-M, the Development and Host Fee Agreement with Allied Waste on 1700 South Street, was passed in August 2008. Bill Green, from Allied Waste, advised that at this time they did not have a tonnage estimate of waste, but there will be about 5 semi-truck loads per day. At present, there are about 25 dump trucks going to the site each day. The business proposes a new 8,000 square foot building at the site. Resolution 2008-N, adopting the Updated Natural Hazard Pre-disaster Mitigation Plan in Accordance with the Federal Disaster Mitigation and Cost Reduction Act of 2000, was passed in November 2008. This resolution updates the plan previously adopted by the Council, which is necessary to obtain federal funds if a disaster occurs in the community. Ogden City had a 10" sanitary sewer line running east and west on the north side of 12th Street, near or along the mutual border with Marriott-Slaterville. The City Engineers in both cities determined that the line was in need of immediate repair and maintenance. Only four users are serviced by the line. It was decided that the sewer line be transferred to Marriott-Slaterville City for ownership, operation and maintenance. It will better serve the business district on the south side of 12th Street in our city. Funds were needed for the sewer pipe to be slip lined for this upgrade. A new line was installed during the 12th Street reconstruction, crossing the road to serve the south side. The businesses paid to run that sewer line, and the city will collect fees to maintain it. It saved the expense of running the Cape Construction line 7 |
